Where Tamarindo can launch and what each market requires
A country is viable only when the property rights, financing permissions and economics work together. This checklist sets out the evidence needed to make that decision.
Operating Design · Ricardo Cidale, with OpenAI Codex Research reviewed 4 November 2026
The eight markets below are candidates for assessment. Documented ownership rules are useful starting points; none establishes that Tamarindo’s complete lease-to-purchase structure is ready to launch.
What must be established before launch
Ownership
An eligible company can acquire and register title, and an eligible customer can acquire it on exercising the option.
Financing
The contract, distribution and servicing activities have a documented lawful route in both jurisdictions.
Enforcement
Possession, liquidation and customer transfer have executable procedures, supported by local time and cost evidence.
Economics
Comparable pricing, demand, taxes, banking, currency exposure and servicing leave an investable margin.
Delivery
Named providers, a costed launch plan and a controlled first transaction establish that the model can be executed.
The country entry checklist
Each row identifies a practical route or constraint and the next decision it creates. The labels describe evidence status, not a legal approval or a ranking of investment attractiveness.
Foreign condominium ownership within a floor-area quota
Confirm eligible stock, entity and customer
Condominium route to assess
All eight markets still need documented launch timing, setup and recurring costs, banking and currency arrangements, tax economics, servicing capability and sufficient customer volume. These items are not yet estimated.
Select a market for the evidence and conditions behind its entry.
Colombia
Latin America
Classify the combined lease and local ownership structure
What the evidence establishes
The investment portal describes title review, a public deed and property registration. Nonresident acquisition also has foreign-investment and foreign-exchange formalities. The residential leasing framework refers to authorised banks and financing institutions.
What this means for Tamarindo
The acquisition route is a starting point. It does not settle whether FinanceCo’s branch may repeatedly own and lease residences under the proposed U.S. contract, local use agreement and optional purchase arrangement.
Conditions to resolve
Reach a documented classification of the full contract package and identify any permission or partner required.
Confirm tax attribution, investment registration and the U.S.–Colombia banking flow for each entity.
Obtain an enforceable possession and sale procedure, with local time and cost evidence.
Evidence needed for a decision
Product-perimeter conclusion; entity tax schedule; bank and registration procedure; title and enforcement checklist.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
Mexico
Latin America
Reconcile trust-held title with FinanceCo’s mandate
What the evidence establishes
Within the restricted coastal and border zones, foreign residential interests use an authorised bank trust instead of direct foreign ownership. The published trust-permit route also covers residential property for Mexican companies that admit foreign ownership.
What this means for Tamarindo
A bank trustee may be part of the required structure. This is different from a model that insists on direct legal title in FinanceCo’s branch. An inland property requires its own analysis.
Conditions to resolve
Select the initial geography and an eligible property-owning or trust-beneficiary structure.
Confirm whether the capital provider accepts the trust, its security and its enforcement terms.
Validate the financing contract, customer transfer, trustee fees, taxes and currency flows.
Evidence needed for a decision
Trustee proposal; title and security opinion; full customer contract; acquisition and exit cost schedule.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
Spain
Europe
Determine the rules for a U.S.-resident customer
What the evidence establishes
Spain describes a generally liberalised foreign-investment regime with reporting, specific controls and anti-money-laundering obligations. Banco de España maintains a real-estate credit lender and intermediary register within its stated scope.
What this means for Tamarindo
Buying property and offering financing are separate questions. Borrower residence and the classification of the optional-purchase lease determine which lending, conduct and registration requirements apply.
Conditions to resolve
Map the proposed U.S. contract and local property arrangement to the applicable finance and consumer rules.
Confirm the required lender and servicing registrations or an eligible partner route.
Establish acquisition, holding and transfer taxes, possession procedures and EUR–USD exposure.
Evidence needed for a decision
Product and borrower-scope assessment; registry route; tax and closing schedule; local servicing proposal.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
Portugal
Europe
Establish a permitted financial-leasing route
What the evidence establishes
The registry-network contribution describes property acquisition without a nationality condition and requires Portuguese tax identification. Banco de Portugal states that professional credit operations, including financial leasing, are reserved to credit institutions and certain financial companies.
What this means for Tamarindo
The ability to acquire a residence does not establish permission to operate the proposed financing business. Product classification and the eligible operating entity are central to feasibility.
Conditions to resolve
Determine whether the proposed contract is financial leasing or another regulated credit arrangement.
Identify an eligible licence, entity or partner and price its operating requirements.
Classification and permission route; ownership documentation; operating costs; acquisition and exit economics.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
UAE — Dubai
MENA
Confirm the exact entity and permitted financing activity
What the evidence establishes
Dubai Land Department identifies designated foreign-ownership areas and a route for qualifying companies registered in specified free zones or other emirates under its arrangements. Property transactions must be registered.
What this means for Tamarindo
A general right for foreigners to buy does not mean every overseas branch is an acceptable title holder. The precise entity and property zone must fit the Land Department’s requirements; financing permissions remain a separate question.
Conditions to resolve
Obtain confirmation that the proposed FinanceCo entity can register the selected property.
Determine which regulator, licence or contractual route applies to origination and servicing.
Cost acquisition, holding, permitted rentals, enforcement and final transfer.
Evidence needed for a decision
Entity and plot eligibility confirmation; financing-perimeter assessment; bank, property and servicing cost quotations.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
Egypt
MENA
Resolve ownership and non-bank finance permissions
What the evidence establishes
Egypt’s Financial Regulatory Authority supervises mortgage finance and financial leasing among its non-bank financial activities. This establishes a regulatory framework; it does not identify an approved Tamarindo route.
What this means for Tamarindo
The current rules for foreign-owned portfolio acquisition have not been established for the proposed structure. Both the initial company owner and the eventual individual customer need an eligible path to title.
Conditions to resolve
Identify the controlling ownership provisions and their application to the intended entity and property.
Resolve the local finance licence or partner route for the complete contract.
Verify registration, remittance, taxes, servicing and enforceable transfer to the customer.
Evidence needed for a decision
Current ownership-law analysis; FRA perimeter and permission route; bank confirmation; documented closing and exit process.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
India
South Asia
Define eligible customers and permitted portfolio activity
What the evidence establishes
RBI distinguishes property-acquisition routes for non-resident Indians and Overseas Citizens of India. A foreign-established branch may acquire property necessary or incidental to its permitted Indian activity.
What this means for Tamarindo
U.S. residence, an SSN and a FICO score do not establish Indian property eligibility. The branch provision does not, by itself, authorise a residential lease portfolio. Both customer status and FinanceCo’s permitted activity matter.
Conditions to resolve
Define eligible customer categories and residential property types before sizing the opportunity.
Establish that the proposed owner and financing activity are permitted.
Confirm foreign-exchange funding, rental and exit proceeds, taxes and customer transfer.
Evidence needed for a decision
Customer-eligibility rules; branch and finance permissions; authorised-dealer banking route; transfer and tax checklist.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
Thailand
Southeast Asia
Confirm eligible stock, entity and customer
What the evidence establishes
The official condominium guidance describes a foreign ownership limit of 49% of the building’s aggregate condominium floor area. The limit concerns floor area, not the number of units.
What this means for Tamarindo
A qualifying condominium may offer a route, but that does not establish eligibility for every residence or foreign company. Availability within the quota must be checked at acquisition and at the contemplated transfer.
Conditions to resolve
Confirm the owner entity, ultimate buyer and available foreign quota for each development.
Validate the financing and property-use structure, including any rental permissions.
Document qualifying funds, registration, taxes, possession and resale procedures.
Evidence needed for a decision
Building quota certificate; entity and buyer eligibility; funds evidence; financing-perimeter and exit documentation.
Launch timing and costs
Time to first funding: Not yet estimated. Setup and recurring costs: Not yet estimated.
Turn the checklist into a launch decision
For the first market, assemble one complete transaction file: customer eligibility, approved owner entity, executable contracts, funding and payment instructions, tax treatment, servicing responsibilities and an exit procedure. Cost that transaction before treating the market as repeatable. Apply the same standard to each subsequent country.
